The City of Raleigh Parks, Recreation and Cultural Resources Department is seeking a Parks Greenway Construction Supervisor. This position plans and oversees Greenway Construction Crew operations including but not limited to, inspections, trail construction and grading, asphalt installation, pipe replacement, bridge abutment replacement and repair, general repairs to shoulders, cleaning trail surface after storms. Administers the budget by planning and purchasing supplies and working on facility improvement projects with contractors and other departments and provides first level supervision for greenway construction crew staff.

This role provides first level of supervision, plans, and oversees Greenway Construction Crew operations including but not limited to, inspections, trail construction and grading, asphalt installation, pipe replacement, bridge abutment replacement and repair, general repairs to shoulders, cleaning trail surface after storms. The supervisor also administers the budget by planning and purchasing supplies and working on facility improvement projects with contractors and other departments.

  • Supervises, manages, and evaluates assigned employees and makes decisions about hiring, discipline and/or termination of employees; 
    prioritizes and assigns work
  • Develops and oversees employee work schedules and approves time away from work
  • Provides and/or facilitates employee training and development
  • Addresses employee concerns and/or problems 
  • Counsels and/or disciplines as appropriate 
  • Completes employee performance appraisals 
  • Determines or makes recommendations regarding new hire salaries and salary changes and acts as liaison between employees and management
  • Oversees the day-to-day activities and projects performed by the Greenway Construction crew
  • Plans and coordinates construction practices, as well as helping other Greenway Crews as needed
  • Coordinates with other crews and departments for successful event/ project set up and management, and for scheduling supplemental staff
  • Reviews, verifies and closes out work orders 
  • Verifies payroll and reconciles purchases
  • Identifies improvement projects, collect specifications for proposals, and solicits bids for work or materials
  • Manages supply inventory and purchases as needed
  • Oversees the safe operation of equipment and ensure maintenance intervals are being followed
  • Performs related work as required
QualificationsEducation & Experience
Associate degree or 2 Years of College in Construction Management or related field; 5 to 7 years’ experience in construction as well as the ability to understand plan sets and drawings as well as the tools and materials needed to perform the work;

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
Licenses & Certifications
  • Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Valid NC Commercial Driver’s License Class A with a satisfactory driving record, or the ability to obtain within 90 days of hire

  • Uses and properties of supplies and equipment, specialized equipment relevant to area of assignment

  • Modern office practices and procedures include the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications • Supervisory principles, practices and techniques

Skill in: 

  • Overseeing Parks maintenance
  • Working with other divisions in the City and contractors
  • Detailed tracking of material costs and scheduling supplemental staff
  • Organizing tasks, meeting deadlines and prioritizing competing demands
  • Budget and expense monitoring

Ability to:

  • Communicate with coworkers, supervisors, the public and others to sufficiently exchange or convey information and receive work directions
  • Track and organize financial statements
  • Work with and lead a variety of people from a diverse background, promote teamwork and foster a safe and welcoming environment

Work Environment and Physical Effort:
Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.??

Work Environment:
Work is typically performed in an outdoor environment, in a vehicle, or in a shop environment. Employees may occasionally work in an office or similar indoor environment, street environment (near moving traffic), a construction site, and/or warehouse environments.

Work Exposures:
Employees will frequently interact with moving mechanical parts, fumes or airborne particles, and toxic or caustic chemicals or substances. Employees may occasionally interact with individuals who are hostile or irate, extreme cold (below 32 degrees), extreme heat (above 100 degrees), and loud noises (85+ decibels average over 8-hour working day such as heavy trucks, jack hammers, leaf blowers, lawn mowers, construction).
