SummaryProvides leadership and coordination for the Cumberland County's Opioid Settlement Fund initiatives and the Cumberland-Fayetteville Opioid Response Team (C-FORT). This position collaborates with community partners to implement strategies that reduce opioid-related injury and death while overseeing program planning, grant and contract activities, budgeting, reporting, and stakeholder engagement. Examples of dutiesDuties include but are not limited to:- Coordinate and facilitate the Cumberland-Fayetteville Opioid Response Team (C-FORT), including meetings, strategic initiatives, and stakeholder engagement.
- Lead the implementation and oversight of Opioid Settlement Fund initiatives, ensuring compliance with funding requirements and monitoring community-based projects.
- Develop and maintain collaborative partnerships with local agencies, community organizations, and government stakeholders to support opioid prevention, treatment, recovery, and harm reduction efforts.
- Coordinate public awareness activities, training opportunities, and community outreach related to opioid response initiatives.
- Monitor program performance, collect and analyze data, and prepare reports, resolutions, and other required documentation for local, state, and funding agencies.
- Assist with grant activities, budgeting, contract administration, and strategic planning to support program goals.
- Represent the Health Department by participating in community meetings, coalitions, and other collaborative initiatives.
Employee is subject to be called upon anytime to help the agency respond to a public health emergency which may include, but is not limited to, outbreak investigations, staffing mass dispensing or immunization clinics, providing disaster relief, or other incidents (man-made or natural and intentional or non-intentional) as they arise, or any public health response requested by the Health Director. Qualifications
Graduation from a four-year college or university and three years experience in personnel, budgeting, research, or administrative management, preferably involving participation in the planning and management of a business or governmental program; or an equivalent combination of education and experience.
Management Preference: Degree in Public HealthDegrees must be received from appropriately accredited universities.

- Exceptional communications skills, both oral and written, will be necessary for this role.
- Experience supervising staff
- Skill in project management and fiscal management required.
- Considerable knowledge of the principles and practices of public health and public health education.
- Considerable knowledge of methods and techniques of disseminating health education information to the public and to the media.
- Ability to work well with people of different educational and socioeconomic backgrounds and to speak effectively before various groups.
- Ability to establish a good working relationship with individuals and community groups.
- Ability to explain and apply state laws, regulations and rules pertaining to public health.
- Ability to organize and direct the activities of local committees for the development of local public health education programs.
- Considerable knowledge of community health education resources.
- Considerable knowledge in program planning, program implementation and evaluation.
- Thorough knowledge of community organizations.
Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record. Background check and negative drug test are required.
