Division of Facilities Management - North District

The Division of Facilities Management (DFM) is a customer-driven support organization responsible for operating, maintaining and managing the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable standards.  This is done in a manner that promotes the CDHS mission of providing a safe, sanitary and effective environment for clients, youth, residents, patients, consumers and staff and enhances the quality of life in CDHS facilities, campuses and in the surrounding neighborhoods. These services include the day-to-day facility maintenance and operational needs of buildings, grounds, custodial and fleet services.


North District services the following facilities:  

  • Colorado Mental Health Hospital at Fort Logan (CMHHFL)

  • Wheat Ridge Regional Center to include 20 Group Homes

  • Gilliam Youth Services Center

  • Lookout Mountain Youth Services Center (Aspire, Golden Peak, and Summit YSCs)

  • Marvin W. Foote Youth Services Center 

  • Mount View Youth Services Center 

  • Platte Valley Youth Services Center

  • Prairie Vista Youth Services Center

Examples of dutiesThis is a full time, in-person and essential position.Please note: Work arrangements are subject to change at any time. 

This position exists at a fully operational independent level to respond, troubleshoot, and correct building client issues during normal operating hours. Works at and travels to all the facilities listed above and the job duties include, but are not limited to, building temperature control, minor plumbing and electrical problems and minor building security issues (locked doors, broken windows, etc.). Makes machine room rounds/equipment checks. Positions operate independently to perform the full range of tasks and determine solutions to the full range of problems. Judgment is used to select the most appropriate guidelines and adapt them to accomplish the tasks. Continually determine practical solutions to problems by applying specific processes, techniques, and methods.

Duties:
  • Performs HVAC troubleshooting, repairs and adjustments to a variety of different types of HVAC systems for patient, client and laboratory comfort. 
  • Thermostat T-stat adjustments, minor airflow modifications and other adjustments for client/patient comfort. 
  • Performs preventive maintenance tasks on HVAC systems including filter change-outs, coil cleaning, belt replacement, greasing bearings, and other related work.
  • Performs plumbing troubleshooting and repairs to plumbing fixtures, unplugs sinks, toilets, floor drains, and sewer drain lines in emergency and non-emergency situations.
  • Performs electrical troubleshooting and minor repairs to include light switches, receptacles, resetting circuit breakers, power cords, light bulb replacement, electric door locks, HVAC controls and other minor repairs as directed.
  • Performs general building maintenance to include; wall repair, flooring repairs and painting.
  • Performs mechanical room inspections and repair, minor fence repairs, lock repairs, door repairs, hinge repairs, fiberglass reinforced plastic (FRP) installation.
  • Performs minor roof repairs, carpet repairs, window repairs, sprinkler system repairs, fire alarm system repairs. 
    Must comply with the safety program and tool and key control.
  • Performs administrative duties including Maximo work order system, labor tracking, reconciling purchasing Cards, and completing required monthly status reports. 
  • Must complete record keeping tasks for work order tracking and other computer duties as required to accomplish job tasks. 
  • Provides Job Safety Analyses.
  • Performs snow removal and other duties as assigned. 
  • Travel to District sites as needed to other North Central District (NCD) facilities.
  • Monitors and controls expenses in accordance with the budget. 
  • Provides supervisor with estimates and proposed costs for preventative and routine maintenance and emergency repairs.
Call Back applies when an eligible nonexempt employee is required to report to work before the start or after the end of a scheduled shift. An eligible nonexempt employee does not have to be on call eligible to receive call back pay. If there is no release from work between the call back hours and regular shift, it is considered a continuation of the shift and call back does not apply; instead, if applicable, the nonexempt employee may earn overtime or compensatory time. When a nonexempt employee is called back, they are entitled to a minimum of two (2) hours of their regular base pay (call back pay) or pay for the actual amount of time spent responding to the call, whichever is greater. Call back time is counted as work time. 

Essential Positions. Positions that perform essential services directly necessary for the health, safety, and welfare of patients, residents and offenders of state institutions or state facilities. Employees in essential positions can only be FLSA nonexempt and can be required to work unexpected or unusual work hours to perform the essential and/or emergency services of the department without delay and/or without interruption.
QualificationsExperience Only:
Applicants must have four years of building maintenance experience. That included general maintenance and repairs in the areas of plumbing, carpentry, electrical, painting, HVAC, ground maintenance, locksmithing etc.

OR

Education and Experience: 
Successful completion of a formalized apprenticeship program or higher level course work from an accredited, non-correspondence, vocational or trades school appropriate to the work assignment may substitute for the required experience on a year-for-year basis.  In order to qualify for this substitution you must attach a copy of the transcripts from the formalized apprenticeship program or higher level course work from an accredited, non-correspondence, vocational or trades school appropriate to the work assignment to this application.

Preferred Qualifications:
  • Relevant years of state experience
  • Able to work and train people on advanced card access reader systems
  • Basic computer skills: email, Google applications
  • Knowledge of the tools used in this occupation (i.e.voltage meters, tube benders, pipe cutters, hand held snakes, etc.)
  • Knowledge of technology used in this occupation (electronic locks, appliances, etc.)
  • Knowledge amd appropriate use of hazardous material and storing; 
  • Knowledge and appropriate use of PPE
  • Oral communication/comprehension, active listening, critical thinking, reading comprehension, coordination, judgment/decision making and problem solving skills.

  • Attention to detail
  • Organizing, planning and prioritizing work
  • Processing of information (compiling, categorizing, tabulating, auditing, or verifying information or data)
  • Manual Dexterity, performing general physical activities that require considerable use of your arms and legs and moving of your whole body, such as climbing, lifting, balancing, walking, stooping and handling of materials.
Conditions of Employment:
  • This position requires State of Colorado residency at the time of application, and residency within the state throughout the duration of employment in this position.
  • A full pre-employment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions, conviction of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges or convictions, it is your responsibility to provide the CDHS Background Unit with an official disposition of any charges. 
  • Must be willing to submit and pass a full background check.
  • Must possess and maintain a valid non-restricted Colorado driver’s license.
  • Out-of-State Driver’s License holders must obtain a valid, non-restricted Colorado Driver’s License within 30 days of employment start date.  
  • Must successfully pass Motor Vehicle Check 
  • Travel – This position will be required to drive State Vehicles as part of daily work assignment from site to site equipped with tools to perform daily duties.  Travel to training and meetings. On occasion, this position travels to other districts. 
  • Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption. 
  • Must  successfully pass a Tuberculosis (TB) test. 
  • Will be required to work various hours for coverage, weather related issues and essential/emergency services outside of normal business hours. 
  • Use, Handling, or Exposure to hazardous materials – Proximity to moving, mechanical parts; Exposure to toxic or caustic chemicals; Exposure to electrical shock, and or working in high exposed places.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must:
    • Disclose that information on the application.
    • Explain why the prior termination or resignation should not disqualify you from the current position.
    • Provide your employee number from your prior State employment.  
    • Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
CDHS Selection Process 
  • Employment history is calculated on a full-time basis (40/hours per week). 
    • Part-time employment is calculated on a prorated basis to determine qualifications.

Minimum Qualification Screening Process
