 This recruitment will establish an Agency Promotional eligible list to fill current and future Therapy Consultant vacancies within Health Care Agency, California Children's Services. This recruitment may also be used to fill positions in similar and/or lower-level classifications throughout the County of Orange.

HEALTH CARE AGENCY
The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.  

THE PROGRAM
California Children's Services (CCS) Medical Therapy Program (MTP) provides medically necessary physical and occupational therapy services in Medical Therapy Units (MTU) located in public school settings. The program is a partnership between Orange County HCA and the California Department of Health Care Services (DHCS).

THE OPPORTUNITY
The Therapy Consultant, CCS provides oversight of the Medical Therapy Program (MTP) and its operations. This position also ensures Health Insurance Portability and Accountability Act (HIPAA) and State compliance, and monitors agreements with local education agencies. This position will oversee Supervising Therapists, Physical Therapist IIIs, Occupational Therapist IIIs, and Therapy Case Managers assigned to the MTP under the direction of the Chief Therapist.  In addition, the Therapy Consultant provides consultation to the Chief Therapist and provides oversight in their absence.
 
Therapy Consultants are expected to work a 4/10 or 9/80 schedule depending on their assigned workload.

Responsibilities of the position will include but are not limited to:

• Acting as a liaison to the CCS Medical Services staff, outside agencies, including Regional Center, CalOptima, local hospitals, School Districts, and vendors
• Providing oversight of the AB3632 process 
• Providing complex therapy consultation and/or training to staff, parents, and vendors
• Ensuring program compliance with California State regulations
• Providing recommendations for Strategic Planning, Quality Improvement and development of Medical Therapy program policies and procedures
• May perform other job-related duties as required

MINIMUM QUALIFICATIONS & CORE COMPETENCIES
Possession of an AOTA Board Certification in Pediatrics (BCP) or APTA Board-Certified Pediatric Clinical Specialist (PCS) is highly desirable but not required.

In addition to the above, the ideal applicant will possess the following core competencies:
  
Professional & Technical Expertise l Legal & Regulatory Navigation

• Thorough knowledge of the principles and techniques of physical or occupational therapy, with particular emphasis on the physical and psychological impairments of children with cerebral palsy and other chronic physical disabilities
• Thorough understanding of the Medi-Cal regulations as they pertain to the clients of CCS and ability to interpret CCS Numbered Letter criteria for program implementation
• Knowledge of federal and state rules and regulations governing occupational and physical therapy services
• Reading medical charts and physician reports; interpreting medical information and determining MTP eligibility as appropriate
• Remaining up to date on current trends, developments and evidence-based interventions for children with physical impairments 
• Knowledge of the principles and practices of advanced clinical reasoning to formulate sound clinical recommendations
• Developing and implementing program policies and procedures
• Proficiency in Microsoft Office, including Word, Excel, Access, PowerPoint, Outlook and Teams

• Willing to take a leadership role, such as leading workgroups or special projects, participating in the decision-making process, acting as the supervisor or manager in their absence, and other leadership activities 
• Asking incisive questions, determining facts, detecting flaws in reasoning, and reaching conclusions backed by evidence
