Senior Lead Portfolio Mgr

This position is a unique role supporting the Project Finance and Toll Operations division in both toll system projects as well as business operational structures. The role works in conjunction with both internal and external TxDOT groups and partners. This senior role is focused on project feasibility and policies.

Oversees and performs advanced portfolio project management, project finance debt management, and or oversight of toll enterprise projects and reports to the Project Finance and Operations Section Director. Work involves establishing the strategic portfolio plan for the business operations team and in support of toll enterprise activities; coordinating the planning and initiation of a portfolio of projects at various levels of completion; monitoring the progress, budgets, and schedules of portfolios; and communicating with portfolio and project stakeholders, management, Department administration, the Commission and other relevant parties. Position plays lead role in support of toll enterprise activities and policies in conjunction with division and Department leadership

Essential Duties: 

• Makes portfolio management and project finance recommendations and provides briefings to management, the Department administration, and the Commission.
• Coordinates, compiles, and distributes project information and financial feasibility status reports on projects
• Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager.
• Coordinates and communicates with internal and external representatives on approvals, requests for information, and contract administration.
• Develops and implements management controls and oversight procedures.
• Manages professional service contracts to include developing work authorizations and supplemental agreements, processing payments and managing budget.
• Oversees, develops, and evaluates financial projects using accepted project management methodologies.
• Works with others to research, develop and assess the feasibility of complex financing scenarios and other project financing tools for transportation projects.
• Develops and/or interprets contract requirements and specifications in support of alternative delivery projects and toll service agreements
• Participates in financing efforts such as assessing the feasibility of financing alternatives, structuring, developing and implementation of project finance projects.
• Provides project updates and decision items to PFD Director and recommends solutions.
• Reviews information from districts, local and county governments, metropolitan planning organizations, toll and regional mobility authorities, economic development entities, other transportation and business leaders on financing tools.

Minimum Qualifications: 

Education:

Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

 Experience:

7 years of experience in financial analysis, transportation project management, contract procurement or related experience (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: 

Valid driver’s license. This position requires driving a state vehicle.

• Portfolio, program and project planning, development and management

• Financial analysis methodologies
• Financial principles and methods associated with various types of funding for infrastructure projects

• Applicable contract/grant/funding/project/program processes, policies and procedures
• Contract development and oversight
• Transportation funding programs, including traditional and non-traditional project programs such as TIFIA
• Contract management
• Procurement methodologies and practices

• Overseeing and coordinating projects and program activities
• Leading projects and project teams
• Preparing technical/statistical reports
• Using computers, applicable programs, applications, and systems

Physical Requirements and Working Conditions: 

• Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
• Standing-prolonged periods of time
• Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
