Mining and Metals:

Increasing production of critical minerals provides key components of clean energy technologies, from wind turbines to batteries. This shift to clean energy—and the need for commodities—is critical to underpinning the energy transition. At Bechtel, our teams extract these vital resources to support net zero in a way which is more sustainable than ever before.

The Environmental and Permitting Engineer will be responsible for planning, coordinating and developing environmental engineering and permitting activities for mining and infrastructure projects, integrating regulatory, environmental and permitting requirements early in the engineering development. The role will need to prepare, review and coordinate technical inputs for EIA/DIA, PAS, sectoral permits, permit matrices, environmental design criteria and permit strategy support, ensuring consistency between engineering, project schedule and SEIA requirements. This orientation is aligned with the descriptor Grade 25, which assigns the coordination of detailed phases of environmental work, interaction with disciplines, client, contractors, construction and functional groups, and the resolution of complex regulatory issues.

• Coordinating and executing phases of environmental engineering and permitting work, including planning, scheduling, preparation and review of environmental deliverables associated with pre-feasibility/feasibility studies, construction projects, plant processes and permits.
• Developing and/or reviewing engineering technical background for EIA/DIA and PAS, including project information, plans, reports, design criteria, permit matrices, inputs for project description and support for sectoral permits. The PFS methodology explicitly identifies the support to the permitting strategy through engineering packages for DIA and potential EIA, and the integration of engineering/construction information into the EIA.
• Reviewing the applicable environmental and sectoral regulatory framework, existing permits, permit conditions, permit matrix and PAS requirements, verifying sufficiency and consistency with the project objectives and regulatory obligations.
• Coordinating interfaces with engineering disciplines, construction, client, consultants, contractors and authorities/regulators, providing technical assistance to solve complex regulatory issues, codes, standards and permit requirements.
• Identifying gaps, restrictions and environmental/regulatory risks that may impact the design, schedule or execution, proposing mitigation actions and recommendations for the permitting strategy, permitting master plan and regulatory critical path.
• Supporting the preparation and monitoring of permit plans/matrices, including identification of critical permits, dependencies, engineering information requirements and potential impacts on the project master program.
• Ensuring consistency between engineering and environmental commitments, including regulatory compliance, environmental design criteria, information for RCA/permits, and review of technical documents generated by disciplines or third parties.
• Contributing to specialized environmental studies and reports, such as analysis of emissions, waste, effluents, control/mitigation measures, closure or environmental compliance, when required by the scope of the project or by the permitting strategy.

Requires a professional degree or equivalent university degree in Environmental Engineering, Environmental Civil Engineering, Civil Engineering, Chemical Engineering, Natural Resources Engineering, Geography, Biology or another career related to the environmental and regulatory field, at least 5 to 8 years of relevant experience or 9 to 12 years of relevant work experience, the experience must be focused on environmental permits, SEIA, EIA/DIA and sectoral permits /PAS in mining, industrial or infrastructure projects.

• Technical experience required: Preparation/background check for EIA/DIA, PAS and sectoral permits; interpretation of environmental regulations; review of permit matrices; support for permitting strategies/master plans; and coordination of technical inputs from multiple disciplines.
• Level of autonomy: Ability to plan and coordinate phases of environmental work, solve a wide range of problems, work with minimal supervision and assist other professionals when appropriate.
• Coordination skills: Ability to work with engineering, construction, contracts, client, consultants and authorities, maintaining technical traceability, clear communication and focus on compliance with scope, budget and schedule.
• Regulatory knowledge Chile: Management of the SEIA, EIA/DIA, PAS, RCA, relevance consultations, applicable environmental regulations and coordination with agencies with environmental competence. As an official external reference, the SEA defines the SEIA as a preventive procedure based on an EIA or DIA to determine if the environmental impact conforms to current standards, and distinguishes which projects with significant impacts enter as EIA and the others as DIA.
• Applied knowledge of the Chilean SEIA, Law N°19.300, SEIA Regulations, EIA, DIA, PAS, RCA and sectoral permits, including entry criteria, background requirements and coordination with sectoral organizations.
• Ability to integrate environmental and regulatory requirements into design criteria, layouts, conceptual detail engineering, execution plans and schedules, avoiding that critical permits are disconnected from the project engineering.
• Ability to prepare and review technical documentation: project descriptions, permit matrices, permit master plans, gap reports, commitment listings, PAS background and EIA/DIA support documents.
• Ability to resolve complex regulatory issues, technical communication with client/authorities and recommendation of solutions to management or the project team.
• Management of multidisciplinary coordination with engineering, construction, GIS, hydraulics, geotechnics, processes, civil/structural, electrical, PD&P, contracts and external consultants, depending on the scope of the project.
