Data & Signalling Specialist

Role Summary A Data and Signalling Specialist is responsible for managing the governance, operations, security, and lifecycle of nationwide data and signalling platforms. The role ensures reliable and efficient service delivery by overseeing critical systems, implementing change management processes, monitoring vendor SLA performance, controlling support and maintenance costs, and maintaining compliance with security, regulatory, and industry standards. Through these responsibilities, the specialist helps minimize service disruptions, optimize operational performance, and ensure adherence to organizational and regulatory requirements.Responsibilities

1. Governance of Nationwide Data and Signalling Platforms: A Data and Signalling Specialist is responsible for the end-to-end governance and operations of critical nationwide data and signalling platforms, including PS Core, UDM, Signalling Firewall, DRA, and related systems. The role oversees both control and data plane components, as well as subscriber databases such as UDM and SPR, to ensure platform stability, availability, and optimal performance.
2. Enforcement of Change Management Processes: The specialist ensures that all technical Methods of Procedure (MOPs), technical walkthroughs, and proposals for planned activities undergo comprehensive review and approval before implementation. This governance minimizes the risk of service-impacting incidents, strengthens compliance with change management processes, and reduces the likelihood of customer-affecting outages resulting from oversight or inadequate technical review.
3. Ensuring Partner/vendor SLA Compliance: The role is responsible for monitoring and enforcing vendor Service Level Agreement (SLA) compliance, including response and resolution times. It also leads technical war-room coordination, manages incident escalations, and ensures effective communication and stakeholder engagement to drive timely issue resolution.
4. OPEX Governance for Support, Maintenance, and Corrective Management: A Data and Signalling Specialist provides governance over operational expenditure (OPEX) by validating project scope, reviewing Bills of Quantities (BOQs) for cost optimization, ensuring budget-aligned Purchase Requisition (PR) and Purchase Order (PO) issuance, and maintaining quality assurance throughout project delivery until final acceptance and sign-off.
5. Platform Security and Compliance: The specialist ensures the security, compliance, and risk management of Data and Signalling platforms by enforcing adherence to Cyber Defence (CD) security policies and standards, regulatory obligations, 3GPP specifications, industry best practices, and internal and external audit requirements. This governance strengthens platform resilience and ensures ongoing compliance with organizational and regulatory standards.

Requirements

1. Bachelor's Degree in Engineering (Telecommunications, Electrical, Electronics or a related discipline) or an equivalent qualification.
2. Minimum of five (5) years of relevant working experience in telecommunications, with hands-on experience in Core Network operations and support.
3. Strong technical expertise in Core Network technologies, including OSS, CS/IMS, UDM, SPS/DRA, and signalling platforms across multi-vendor environments such as Ericsson, Huawei, and ZTE.
4. Comprehensive understanding of 2G, 4G, and 5G core network architectures, including both Circuit-Switched (CS) and Packet-Switched (PS) signalling protocols and technologies.
5. Strong database administration and troubleshooting skills for subscriber data management platforms, including UDM, PCRF, and related subscriber database systems.
