SummaryThis position performs advanced, professional-level procurement and contracting work with emphasis on construction solicitations and contract administration. Independently leads complex competitive processes such as Request for Statement of Qualifications RFSQ), Invitation for Bid (IFB), and Request for Proposal (RFP). Serves as a subject-matter resource to departments, evaluation committees, and project teams. Drafts, negotiates, and administers construction contracts and amendments to ensure compliance with City Procurement Code, Arizona Procurement Code, and applicable public construction statutes.
Anticipated starting salary may be up to mid-point depending on candidate’s experience and internal equity. The midpoint salary is $95,368 annually. Examples of dutiesEducation and Experience
- Bachelor’s degree in Supply Chain Management, Purchasing, Public or Business Administration, Construction Management, Engineering, or a closely related field from an accredited educational institution.
- Five years experience in public procurement/contracting, including at least three years focused on construction solicitations, e.g., Design Bid Build (DBB), Construction Manager At Risk (CMAR), Job Order contracting (JOC), contract formation, negotiation, and administration.
- Any equivalent combination of education and/or job-related experience that meets the minimum qualifications may be substituted.
- Nationally recognized Public Procurement Certification such as Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), National Institute of Governmental Purchasing - Certified Procurement Professional (NIGP-CPP) or successfully obtain a certification within two years of hire and must maintain an active certification.
