Summary


The Division of Administrative Services (DAS) is seeking a highly qualified professional to serve as an Administrative Services Manager 1 within the Asset, Fleet, and Purchasing Section. Operating under administrative supervision, this advanced-level supervisory position is responsible for directing and overseeing the execution of both simple and complex contracts, procurement functions, and fleet and asset operations for various agencies under the Department of Homeland Security as well as the DAS itself. The successful candidate will ensure that all departmental activities remain in strict compliance with state laws, rules, and all applicable organizational policies and guidelines.

In this role, you will manage the end-to-end procurement lifecycle by writing, reviewing, publishing, evaluating, and awarding bids for goods and services within assigned timeframes. You will actively monitor and maintain awarded contracts throughout their duration to guarantee that customer agencies, facilities, and vendors remain in full compliance with all terms and conditions. Key duties include assigning work projects to team members, tracking and ensuring tasks are complete, reviewing and approving contracts before AG approval, and conducting thorough market research to source cost-effective goods. Implements and writes changes to contracts for renewal, price adjustment or changes to other terms and conditions. To support fiscal planning, you will project annual quantities, coordinate deliveries, and communicate projected costs directly to the fiscal section to secure proper funding. 

Additionally, this position carries vital oversight and administrative authority. You will serve as an authorized purchasing card (P-Card) holder and utilize the wvOASIS system to review and approve purchasing, asset, and fleet documents, including requests for quotations (RFQs) drafted by customer facilities prior to publishing. Finally, a significant portion of this role involves leadership and professional development, as you will directly manage, train, and support DAS Asset, Fleet, and Purchasing staff, along with customer agency personnel, in all relevant procedural processes.

QualificationsTraining: Graduation from a regionally accredited college or university with a degree in the area of assignment.Substitution: Experience as described below may substitute for the training requirement on a year-for-year basis.
Experience: Four years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.

Special Requirement: A valid driver's license may be required.

Supplemental information


Approved Special Agency Substitution: Four (4) years of full-time or equivalent part-time paid administrative, professional, supervisory and/or lead work experience. OR A Master's degree from a regionally accredited college or university may substitute for two (2) years of the required experience
