The ICLA Technical Officer provides technical leadership and quality assurance for ICLA programming in Gaza. The position ensures that legal information, counselling, assistance and technical services are accurate, relevant, consistent and delivered in accordance with NRC standards and applicable Gazan and international legal frameworks. The role requires strong legal expertise in Housing, Land and Property (HLP) rights, legal identity, civil documentation and related legal protection issues.
The Technical Officer leads technical oversight of HLP Due Diligence, legal case management, dispute analysis and Collaborative Dispute Resolution approaches. The position monitors changes in the legal, policy and operational environment, develops technical guidance and tools, and promotes gender-responsive programming that addresses barriers experienced by women and other vulnerable groups. The role also strengthens the capacity of NRC teams, partners and other stakeholders; supports legal research, programme development and cross-programme coordination; and represents NRC in relevant technical forums as delegated. Through regular quality review, capacity building and analysis, the position helps ensure that ICLA programming remains safe, effective and responsive to the evolving context in Gaza.
- Provide technical oversight, quality assurance and guidance for the delivery of legal information, counselling, legal assistance and legal technical services relating to Housing, Land and Property (HLP), legal identity, civil documentation and other legal protection issues.
- Monitor and analyse legal, policy and operational developments affecting participants’ access to HLP rights, legal identity and civil documentation, particularly barriers affecting women and vulnerable groups, and document findings through regular legal updates, technical guidance and programme recommendations to ensure services remain technically accurate and relevant.
- Lead and provide technical oversight for Housing, Land and Property (HLP) Due Diligence activities, including development and review of legal assessments, verification of HLP documentation, risk analysis, quality assurance, and recommendations for humanitarian programming.
- Promote gender-responsive legal programming and strengthen access to Housing, Land and Property rights for women and other vulnerable groups through technical guidance, capacity building and programme development.
- Provide technical guidance on HLP dispute analysis and Collaborative Dispute Resolution approaches, including supported negotiation, conflict and stakeholder analysis and facilitation of dialogue.
- Undertake legal research and technical analysis on emerging issues within ICLA thematic areas and participate in outreach, coordination and technical engagements with NRC Core Competencies and external stakeholders.
- Support the development, review and dissemination of technical guidance, SOPs, legal tools, awareness materials and learning products.
- Design, deliver and evaluate technical capacity building for NRC staff, partners, community structures and other stakeholders on HLP, legal identity, legal protection and related topics to ensure the quality, timeliness and relevance of information, counselling and assistance activities.
- Represent NRC in technical coordination meetings, working groups, trainings and consultations as delegated by the Project Coordinator or Project Manager.
- Contribute to the management of ICLA partners and consultants by supporting procurement processes, monitoring implementation, assessing technical performance and ensuring appropriate documentation and reporting.
- Conduct technical quality assurance of legal case management files, legal assessments and activity reporting to ensure technical accuracy, completeness, consistency and compliance with NRC standards and ICLA methodologies.
- Any other task assigned by management.
Context/specific skills, knowledge, and experience:
- A university degree in the field of law, international law, or other relevant field, a master’s degree in law, human rights, or any relevant field, is an advantage.
- Palestinian Bar Association is required.
- 5 years’ experience in civil law matters including housing, land and property, civil documentation and employment issues, laws, procedures, and practices operative in Palestinian Law AND significant protection experience, preferably in a humanitarian/ recovery context.
- Demonstrable experience in negotiating with authorities and/or others and in advancing the interests of vulnerable beneficiaries before such stakeholders.
- Proven skills and experience in case management and conflict resolution preferred.
- Strong communication, interpersonal, analytical and negotiation skills.
- Ability to prioritize responsibilities, carry out multiple tasks simultaneously, and meet deadlines.
- Expertise in policy advice and analysis.
- Experience in delivering training services.
- Good legal drafting skills.
- Knowledge of the context of Palestine.
We value reliability and organizational skills, and we are looking for someone who can communicate effectively, work well in a team, and handle pressure. Basic analytical and IT skills are also desirable.

Additional Information:
Contract duration: 5 months (With the possibility of extension subject to budget availability)
Working hours: 38 hours/week, Sun-Thu (5 days per week)
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Gaza (open to Gaza strip residents only)
