Job Duties:
- The Senior Accountant/Fiscal Analyst manages the South Carolina Childcare Voucher payment system staff in the processing of SC Voucher payments in accordance with federal and state program guidelines and accounting requirements. Ensures staff meet established compliance, timeliness and productivity standards. Traind, mentors, and assists staff as needed to facilitate learning, growth and development, and enable excellence in the execution of the program's work. May also serve as a backup to the Accounts Payable manager for selected job functions.
- Supervises the SC Childcare Voucher System staff who process childcare provider payments, and responds to provider inquiries, assisting when appropriate.
- Works with agency staff, childcare providers, and vendors to solve problems and provide and implement policy interpretations when questions arise. Updates policies and procedures as necessary.
- Processes Foster Care overpayment recoupments via SCEIS and ensures semi-monthly payment recoupment notices are mailed to the affected vendors.
- Coordinates the maintenance and enhancement of the SC Voucher System to ensure efficient and accurate processing of transactions.
- Assists the Accounts Payable Manager and/or AP Supervisor in reviewing and approving payments posted in Accounts Payable workflow and releases them in accordance with federal, state, and agency program guidelines and accounting requirements.
- Monitors selected State Comptroller General's Office (CGO) payment processing error files and works with CGO staff to resolve issues noted.
- Manages the enrollment and file update of providers receiving payments via direct deposit. Researches and resolves questions from providers regarding direct deposits. Works with the State Treasurer to remove providers from EFT file when appropriate.
- Generates and balances monthly childcare claims and payment reports and assists the Accounts Payable manager with year-end Accounts Payable reporting package as needed.
- Performs other related duties as assigned.
