Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Organizational Context and Scope
Under the direct supervision of the Senior Project Associate (Social Inclusion & Integration), the Case Management Specialist will support the implementation of case management activities of the Social Inclusion and Integration Unit. The position will contribute to migrants’ socio-economic inclusion, with a particular focus on labour market access, education, social integration and community engagement through the provision of high-quality, client-centred case management services.
The Case Management Specialist is responsible for the day-to-day supervision, technical guidance and professional support of Case Managers, ensuring the consistent implementation of case management standards, protection principles and organizational procedures. The role leads the development and continuous improvement of case management workflows, thematic activity work processes, referral pathways, operational tools and internal guidelines related to social inclusion and integration programming.
The role oversees case management data collection and information management processes, supports the maintenance and further development of case management databases, monitors service quality and identifies trends and gaps to support evidence-based programming. The role also maintains and strengthens cooperation with state institutions, employers, educational institutions, civil society organizations and other service providers to facilitate referrals and improve beneficiaries’ access to services and opportunities.
The incumbent promotes the application of IOM and inter-agency case management standards and ensures that all interventions are implemented in accordance with protection principles, including a rights-based and client-centred approach, confidentiality, informed consent, accountability to affected populations (AAP), the Do No Harm principle, safeguarding considerations, and Prevention of Sexual Exploitation and Abuse (PSEA) requirements.
In close coordination with the Senior Project Associate (Social Inclusion & Integration), the position contributes to programme planning, quality assurance, reporting and the continuous improvement of case management interventions.
1. Case Management Leadership and Supervision
- Supervise, mentor and provide technical guidance to Case Managers.
- Ensure the consistent implementation of high-quality case management services.
- Conduct regular case consultations, supervision sessions and performance reviews.
- Support Case Managers in handling complex and high-risk cases.
- Promote continuous learning and professional development within the case management team.
2. Case Management Systems and Workflow Development
- Develop, review and continuously improve case management workflows and standard operating procedures (SOPs).
- Design and update case management tools, templates and guidance materials.
- Develop workflows and operational procedures for thematic activities related to protection, social inclusion and integration programmes.
- Ensure the harmonized implementation of case management standards across projects.
- Contribute to the development and revision of internal policies and operational guidance related to case management.
3. Referral Systems and External Coordination
- Develop and maintain referral pathways and service mapping mechanisms.
- Establish and maintain working relationships with state, municipal and civil society partners.
- Coordinate with external service providers to facilitate timely referrals and access to specialized services.
- Represent IOM at relevant coordination meetings, working groups and stakeholder consultations as required.
- Strengthen inter-agency cooperation to improve client outcomes.
4. Data Management and Information Systems
- Coordinate and support the maintenance and effective use of case management databases and information management systems.
- Ensure accurate and timely collection, storage and analysis of case management data.
- Monitor data quality and compliance with data protection and confidentiality standards.
- Produce analytical reports, dashboards and recommendations to support programme decision-making.
- Use data and trends to identify service gaps and recommend improvements.
5. Monitoring, Quality Assurance and Programme Development
- Conduct quality assurance reviews and case management audits.
- Monitor performance indicators and service quality standards.
- Identify trends, challenges and emerging needs among beneficiaries.
- Support programme design, proposal development and reporting processes related to case management activities.
- Recommend programmatic improvements based on monitoring findings and operational experience.
6. Protection and Safeguarding Standards
Ensure that case management activities are implemented in line with IOM protection principles, safeguarding standards and relevant inter-agency guidance.
Promote the application of the Do No Harm principle, confidentiality, informed consent and data protection requirements throughout case management processes.
Support the integration of Accountability to Affected Populations (AAP) principles into service delivery and beneficiary engagement mechanisms.
Promote awareness of and compliance with Prevention of Sexual Exploitation and Abuse (PSEA) standards and reporting mechanisms.
Ensure that referral pathways and service provision respect protection risks and vulnerabilities of beneficiaries.
- Develop and deliver trainings, coaching and capacity-building activities for Case Managers and programme staff.
- Ensure staff are equipped with appropriate methodologies, tools and protection principles.
- Facilitate knowledge-sharing and peer-learning initiatives across programme teams.

7. Training and Capacity Building
- Develop and deliver trainings, coaching and capacity-building activities for Case Managers and programme staff.
- Ensure staff are equipped with appropriate methodologies, tools and protection principles.
- Facilitate knowledge-sharing and peer-learning initiatives across programme teams.
- Support the development of learning materials and technical guidance documents.
8. Cross-Unit Coordination and Integration
Support coordination between relevant programme teams involved in beneficiary assistance and case management.
- Support the implementation of cross-unit activities, joint initiatives and integrated service delivery models.
- Provide technical guidance on cases requiring multi-sectoral interventions and coordinated responses.
Required Qualifications and Experience
Education
Master degree in Social Sciences, Migration Studies, Social Work, Psychology or related field with four years of relevant experience; or
Bachelor's degree in the above fields with six years of relevant experience.

Experience
Demonstrated experience in case management, social inclusion, protection, migration, social work or related fields.
Experience in supervising, coordinating or providing technical guidance to case management teams.
Experience in developing and implementing case management workflows, standard operating procedures (SOPs), guidance materials and operational tools.
Experience in developing and maintaining referral pathways and coordinating service provision among multiple stakeholders.
Experience in monitoring and evaluating service quality and implementing quality assurance mechanisms.
Experience in data collection, data management, information management systems and reporting.
Experience in database management, maintenance and analysis to support programme implementation and decision-making.
Experience in capacity building, training delivery and staff mentoring.
Experience in coordinating with governmental institutions, local authorities, civil society organizations, educational institutions, employers and other service providers.
