At WorkForce West Virginia, this position is in the Unemployment Compensation, Contribution Accounting unit. Under general supervision, performs work at the full-performance level by providing technical and/or programmatic assistance to staff, employers, accountants, lawyers, third party providers, federal agencies, state senators and delegates, the Governor's office and other interested parties as needed regarding employer taxable accounts and unemployment claims. Reviews and interprets state and federal laws and regulations dealing with Unemployment tax for taxable employers and unemployment compensation benefits for claimants. Reviews applications from employers and makes determinations of liability for unemployment taxes. Will use independent judgement and complex analysis from receipt of application through entry of account information onto the tax system; analyze and audit forms, reports and documents for accuracy and initiate corrections of errors; maintain, process and research files for data and information; type a variety of documents from verbal or written instruction; train new employees in proper work methods and procedures; answer telephone, screen calls, take messages and complaints and give information to the caller regarding the services and procedures of the unit. Monitors the agency’s Suta Dumping Detection System which is required by federal regulations. Reviews and audits registration applications and existing accounts for common ownership violations and takes appropriate action to correct these issues of tax avoidance. May perform other related work as assigned.

Qualifications
Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Additional experience as described below may substitute for the required training at the rate of one (1) year of experience for every thirty (30) semester hours of training.
AND
Experience: Two (2) years of full-time or equivalent part-time paid experience in providing programmatic assistance to staff, users or participants in a program, or experience in customer service, banking, human resources, telemarketing, sales, or hospitality.
OR
Substitution: Graduate coursework from an accredited college or university may substitute at a rate of fifteen (15) semester hours for every one (1) year of required experience.
