SummaryTechnical DirectorThe Department of Administration's (Admin) Division of Enterprise Applications (DEA) is seeking a Technical Director to join the team. We are in growth mode, and it is an exciting time to be a contributing member to SC Enterprise Information System (SCEIS)! SCEIS is the backbone of our business processes and ultimately empowers decision makers to improve government for the citizens. You will serve as the Technical Director responsible for planning, directing, and overseeing enterprise technology operations supporting the South Carolina Enterprise Information System (SCEIS) and related enterprise technology services. Provide leadership and oversight for enterprise applications, software development, systems integration, enterprise architecture, reporting and analytics, systems administration, and technology modernization initiatives to ensure secure, reliable, scalable, and efficient technology services. You will lead multidisciplinary technical organizations responsible for enterprise application delivery and operational support while establishing strategic direction, developing technical capabilities, optimizing service delivery, and advancing enterprise technology initiatives that support statewide business operations.
This position is onsite in Columbia, SC.Responsibilities of the Technical Director:
- Direct enterprise development services, reporting and analytics, systems administration, and enterprise architecture functions supporting the SCEIS environment.
- Direct staffing strategies, resource allocation, contractor oversight, and organizational development activities supporting enterprise technology operations.
- Lead technology planning efforts and architectural activities supporting current and future business requirements.
- Lead and support staff through coaching, training, and performance development. Streamline workflows while implementing management policies and organizational initiatives. Foster a positive, team focused environment.
- Direct activities supporting cybersecurity coordination, technology risk management, disaster recovery, and operational resiliency.
- Provide oversight of technology vendors, contractors, consultants, and service providers supporting enterprise technology operations.
- Support division leadership in the execution of strategic initiatives, modernization efforts, and enterprise technology objectives.
- Perform other duties as assigned.
- A bachelor's degree in information technology, computer science, management information systems, engineering, business administration, or a related field. Relevant experience may substitute for the required education on a year-for-year basis.
- Extensive experience leading enterprise application development, systems integration, cloud technologies, and large-scale information technology initiatives.
- Demonstrated experience managing technical teams, software development, enterprise architecture, and enterprise application delivery within a complex environment.
- Experience supporting the full software development lifecycle (SDLC), including application design, development, implementation, maintenance, and operational support.
- Strong leadership, organizational, communication, analytical, and problem-solving skills with the ability to build collaborative
relationships across executive leadership, business stakeholders, vendors, and technical teams. - Knowledge of enterprise application architecture, software engineering principles, cloud technologies, DevSecOps, CI/CD pipelines,
and modern software development methodologies. - Experience managing enterprise application development, system integration, technology modernization, and support activities.
- Ability to lead cross-functional technical teams, establish development standards, and deliver secure, scalable enterprise technology
solutions. - Experience working in Agile, Scrum, and DevOps environments.
- Position may require overnight travel.
- Position may require employee to work evenings and weekends.
- Position requires on-call shifts and call back.
- Position may be required to report to work during emergency situations and hazardous weather events.

Qualifications
- Experience with SAP ERP, SAP ECC, SAP S/4HANA, Azure, AWS, cloud-native application development, and enterprise integration technologies.
- Applicable cloud, SAP, or project management certifications.
- Experience with SAP ERP, SAP ECC, SAP S/4HANA, Azure DevOps, GitHub, cloud-native development, enterprise integration platforms, container technologies, and applicable technology, cloud, SAP or project management certifications.
