Summary

To perform housing inspection work including the assessment of rental units as outlined in the "Comprehensive Rental Inspection Code"; to prepare correspondence, records and reports; to coordinate rental and housing inspections with other City Inspectors; to perform other duties as assigned by an employee of a higher level or Chief Building Official.


Examples of duties
  1. Performs inspections of rental units within the City of Flint.
  2. Inspects old and dangerous structures which may be subject to condemnation, especially for safety hazards, reporting results to Building and Safety Inspections Administrator.  Initiates demolition and condemnation proceedings of structures.
  3. Performs inspections of new and existing building structures, electrical systems, plumbing and mechanical systems during the course of construction, alteration and repair.
  4. Inspects all existing rental properties and congregate residential facilities for compliance with the City's housing code and associated ordinances and standards.
  5. Performs office duties and maintains records as directed by an employee of higher level who assigns and reviews work for effectiveness.
  6. Performs investigations regarding complaints and violations as directed.
  7. Informs owners of violations, issues necessary violation notices, and makes re-inspections to see if violations are corrected within the prescribed time. Prepares and serves appearance tickets, violation notices and executes inspection warrants.
  8. Coordinates and conducts investigations of complaints and enforcement of ordinances; interprets and explains City codes and regulations. 
  9. Prepares and maintains records and reports of inspections, complaints, and investigations.
  10. Prepare and follow up on Notices of Violations.
  11. Testify in Administrative Hearings, when necessary
  12. Perform other housing inspections as directed by licensed inspectors.
  13. Provides information to owners, contractors and the public on the municipal rental ordinance, municipal housing code and related municipal ordinances and regulations.
  14. Performs periodic work-site inspections, prepares and reviews work progress schedules, initiates corrective action as required.

  16. Prepares documentation and manages data related to inspection and enforcement activities.


Qualifications
  • High School Diploma or GED.

  • Two years’ experience in a construction field or building maintenance field.

  • Considerable knowledge of all types of building construction and of the standard practices, materials, and tools used in building construction.

  • Familiarity with state and municipal building laws, codes and related ordinances.

  • Ability to enforce necessary regulations with firmness and tactfulness.

  • Ability to prepare written reports and maintain records.

NECESSARY SPECIAL REQUIREMENT:

  • Possession of a valid Michigan Driver's License.

  • Employee may be required to provide own transportation.
