Summary

Performs a broad variety of technical and legal functions related to permit issuance, demolition, posting, housing inspection, and other code enforcement activities; performs various moderate to complex code enforcement related computations; answers basic zoning questions; processes planning and building applications, permits, licenses, and collects related fees; performs related work as required. Provides training to other staff on processes and systems.

Examples of duties
  1. Interacts directly with the public over the counter or by telephone and guides them through the application process for permitting, licensing, and planning entitlements.   Public interaction will include: providing information, receiving money, issuing receipts, explaining procedures and activities, answering complaints and referring them for resolution, assisting in the preparation of reports, billing/account inquiries and payments, and forms and documents.

  2. In coordination with planning staff, the Development Technician may provide administrative review on zoning matters.

  3. Processes applications and collects fees for the Zoning Board of Appeals, Planning Commission, Building Code Board of Appeals, Site Plan Review and various other applications pertaining to the Department of Planning and Development.

  4. Verifies trade registrations; distributes test materials and monitors exams. Calculates charges and collects fees for building and trade permits.  Processes applications and collects fees for the various city boards and commissions.  

  5. Assists in maintaining files for District Court appearance tickets; assists in case development to insure technical accuracy of violation notices and subsequent court activity.

  6. Prepares and maintains files for demolition; types violation notices for demolition and posting cases. Assists inspectors and contractors in researching demolition and posting cases; compiles background and vital legal information; assembles pertinent files and materials; maintains confidential legal files. Processes housing inspection and certification applications, multiple housing fees; issues rental licenses.

  7. Prepares and tabulates daily and monthly data for the department and other city departments.

  8. Provides training and guidance on systems and processes; provides input on operation of department.

  9. Verifies ownership of properties based on a review of a variety of legal documents such as, but not limited to, deed, land contracts, and mortgages.

  10. Responsible for issuing and tracking business licenses and sending out renewal notices.  Coordinates with the Fire and Police Departments and building inspectors and planners to ensure businesses comply with licensing requirements

  11. May perform other administrative duties as assigned to support building inspection and planning staff.

Qualifications
  • A Bachelor’s degree in public administration, planning, construction management, architecture, or related field is preferred.

OR

  • One (1) year of experience in the performance of responsible and difficult clerical work.

  • Ability to utilize a computer and Microsoft Office and experience working in database programs, preferably BS&A.

  • Ability to remain professional and polite in an extremely busy and demanding work environment.

  • Ability to gather data and information and perform mathematical analysis.

  • Ability to develop, maintain, and keep involved records and to prepare accurate reports.

  • Ability to establish and maintain effective relationships with fellow workers, outside agencies, and the general public.

  • Knowledge of building construction and permitting, business licensing, and/or planning is preferred.

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to walk; use hands to finger, handle or feel objects, tools or controls; reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
