GENERAL DESCRIPTION:  


The At-Will Employee Contract (AWEC) Owner's Representative (OR) serves as the on-site representative for the Wyoming State Construction Department (SCD) on the Veterans Home of Wyoming (VHW) Remodel Project in Buffalo, Wyoming. This position serves as the State's first line of defense in ensuring compliance with project requirements, specifications, schedules, budgets, quality standards, and contractual obligations throughout the duration of the project.

The Owner's Representative provides independent oversight of all phases of construction, from pre-construction planning through final project closeout, while protecting the interests of the State, residents, and stakeholders. Particular emphasis is placed on maintaining operations within an occupied healthcare facility, minimizing disruptions to residents, and ensuring project delivery meets all state and federal requirements.

ABOUT THE ROLE

This position provides comprehensive owner representation services for a major phased healthcare renovation and construction project.

The Owner's Representative:

• Serves as the State Construction Department's full-time on-site representative.
• Maintains a minimum on-site presence of forty (40) hours per week regardless of contractor schedules.
• Oversees project compliance, quality assurance, budget controls, schedule performance, and contractual obligations.
• Assists with coordination with contractors, architects, engineers, facility staff, and state stakeholders.
• Monitors construction activities within an occupied healthcare environment.
• Reviews and evaluates Requests for Information (RFIs), Change Order Requests (CORs), pay applications, and contractor claims.
• Assists with procurement and coordination of owner-furnished equipment and materials.
• Supports project closeout, facility turnover, and operational readiness activities.

Pre-Construction & Planning

• Conduct constructability reviews and evaluate design documents for conflicts, omissions, and coordination issues.
• Review project phasing plans and identify risks associated with construction activities within an occupied healthcare facility.
• Analyze and validate baseline project schedules, sequencing, and critical path activities.
• Review contractor estimates, budgets, Guaranteed Maximum Price (GMP) proposals, and cost assumptions.
• Evaluate Maintenance of Operations (MOO) plans to ensure continuity of facility operations and resident care.
• Assist with utility transition planning and coordination of infrastructure tie-ins.
• Coordinate with regulatory agencies and stakeholders to support compliance with applicable healthcare, state, and federal requirements, including Build America, Buy America Act provisions.

Construction Administration & Owner Representation

• Maintain continuous on-site project oversight throughout construction.
• Observe construction activities and document progress, manpower levels, weather impacts, and field conditions.
• Monitor contractor compliance with contract documents, specifications, schedules, and quality standards.
• Attend and participate in Owner/Architect/Contractor (OAC) meetings and other project coordination meetings.
• Attend contractor-led safety, preinstallation, scheduling, and coordination meetings.
• Review and respond to Requests for Information (RFls), Proposal Requests, and Change Order Requests.
• Assist in evaluating entitlement and negotiating pricing associated with change orders and claims.
• Review contractor monthly pay applications and verify work-in-place prior to payment approval.
• Track project budgets and assist in preventing cost overruns.
• Coordinate procurement and delivery of owner-supplied equipment and materials.

Healthcare Safety & Quality Assurance

• Monitor compliance with Infection Control Risk Assessment {ICRA) requirements and Interim Life Safety Measures (ILSM).
• Ensure implementation of dust mitigation measures, negative pressure containment zones, HEPA filtration systems, and resident protection protocols.
• Verify maintenance of emergency access and egress routes throughout construction activities.
• Monitor demolition activities adjacent to occupied areas.
• Ensure noise and vibration monitoring programs are implemented and maintained.
• Track special inspections, testing activities, and quality control documentation.
• Verify deficient work is identified and corrected before concealment or acceptance.

Project Closeout & Transition

• Coordinate facility turnover activities and operational readiness efforts.
• Verify completion of contractor-provided training for facility operations and maintenance personnel.
• Develop and maintain ongoing punch lists throughout construction.
• Conduct final inspections and walkthroughs with architects, contractors, facility staff, and state stakeholders.
• Track and enforce completion of punch list items.
• Review and organize Operations and Maintenance (O&M) manuals, warranties, and as-built documentation.
• Assist with final reconciliation of allowances, change orders, and time-and-material expenditures.
• Support financial closeout and final project acceptance activities.

Examples of duties
PREFERENCES: 


Experience serving as an Owner's Representative, Construction Manager, Resident Engineer, or Project Manager on large capital construction projects.
Experience with phased construction in occupied healthcare facilities, nursing homes, hospitals, or similar environments.
Experience managing projects involving complex utility infrastructure and facility tie-ins.
Experience with Construction Manager at Risk (CMAR) delivery methods.
Knowledge of healthcare construction standards, infection control requirements, and life safety regulations.
Experience reviewing schedules, cost estimates, GMP proposals, and construction claims.
Experience coordinating special inspections and quality assurance programs.
Experience working with state or public-sector construction projects.
Ten (10) or more years of progressively responsible construction management experience preferred.

Education Preferences:
Bachelor's Degree (typically in Construction Management, Engineering, Architecture, Building Sciences, or related field)
Experience: 
5-7 years of progressive construction management, owner's representation, project management, engineering, architecture, or related experience.
OR 
Education & Experience Substitution: 
8-10 years of progressive construction management, owner's representation, project management, engineering, architecture, or related experience.

Preferred Certificates, Licenses, Registrations:

• Certified Construction Manager (CCM)
• Project Management Professional (PMP)
• Professional Engineer (PE}
• Registered Architect (RA)

Valid Driver's License required.

• Ability to maintain a continuous on-site presence of at least forty (40) hours per week throughout construction.
• Ability to travel as necessary to support project activities.
• Ability to review technical construction documents, drawings, specifications, schedules, and cost information.
• Ability to successfully work within occupied healthcare environments while maintaining resident safety and operational continuity.

PHYSICAL WORKING CONDITIONS:

• Work is performed primarily at an active construction site and occupied healthcare facility.
• Requires frequent walking, standing, climbing stairs, and navigating construction areas.
• Exposure to construction site conditions including noise, dust, vibration, and changing weather conditions.
• May require use of personal protective equipment (PPE) and adherence to site-specific safety protocols.
• Occasional lifting, carrying, and transportation of project-related materials and documents may be required.
