SummaryThe Manager of Financial Planning and Analysis plans, coordinates and supervises the activities of budgetary professional and workers engaged in the preparation and analysis of budgetary information, the receipt and management of all cash and the disbursement of all payments made for purchases of all services, suppliers, materials and equipment.

  Examples of duties
  • Analyses trust investments to determine what investments were made; calculates interest on such investments and verifies calculation with interest received in the Authority's bank account; provides the auditors with information requested about such investments.
  • Prepares cash flow information for Assistant Chief Financial Officer, Chief Financial Officer and Executive Director on a daily, weekly monthly and yearly basis
  • Coordinates the disbursement of all funds; coordinates with governmental agencies the receipt of any large sums of money; may follow through to speed up the receipt of such monies
  • Develops budgetary procedures to assist department heads in submitting their budgets; may make oral presentation to explain budget information
  • Reviews operating budgets periodically to analyze trends affecting budget needs
  • Recommends and initiates promotions, transfers, suspension, termination or other personnel actions.
  • Prepares departmental budget.
  • Evaluates employees work performance and recommends means by which they can improve their skills.
  • Analyzes and resolves work problems; may confer with union representatives to resolve grievance.
Qualifications
  • Thorough knowledge of accounting and financial theory, practices, and procedures as related to a variety of financial transactions.
  • Sound knowledge of accounting systems and control.
  • Ability to supervise the activities of senior accountants and clerical personnel.
  • Ability to establish work standards and procedures.
  • Ability to analyze accounting records and reports in accordance with the generally accepted principles of accounting, as well as with pertinent rules and regulations.
  • Ability to prepare complex accounting and financial reports.
  • Ability to express oneself clearly and concisely in oral and written communication.
  • Ability to establish and maintain harmonious working relationships.
  • Knowledge of PC and different software applications, including spreadsheets and Excel.
Supplemental informationGraduation from an accredited college or university with a Bachelor's degree in finance or accounting and six (6) years of experience involving complex finance and budget work, two  (2) years of which must have been in a supervisory capacity.
