Summary

The Director of the Organizational Development and Communications Department (ODCD) position, in collaboration with the leadership team, will be responsible for directing and managing the implementation of the Tax Office’s communications and organizational development strategy. He/she is responsible for internal communications with employees, external communications with the public, development of employee’s skillsets and performance, cultivation of a constructive organizational culture, and implementation of an employee recognition program. To excel in this position, the incumbent must understand the operations of the Tax Office and possess a blend of skills in human resources, strategic communications, and organizational development.

  • Assesses the strategic framework for the organization and develops an executable plan that drives the vision and mission-critical activities that reinforce core values to achieve organizational goals, including job functions and positions, to promote optimal efficiency, support anticipated growth, and accommodates legislative updates. Collaborates with division directors to make adjustments where needed for process improvements.   Makes recommendations to Chief of Staff.
  • Oversees the employee recognition program that reinforces and rewards desired behaviors.  Continually assesses effectiveness through feedback, observation, and reporting of measurable outcomes and collaborates with division directors to make appropriate adjustments.  Directs regular communications to employees about the program, including reminders, changes, and special events.
  • Oversees writing, designing, editing and researching content for an engaging newsletter and informational and administrative publications, internal and external web applications, posting creative and informative content on social media platforms, and leveraging the use of video for compelling storytelling. Posts messages of immediate concern as needed or directed. Assists in researching issues and writing talking points for the Tax Assessor-Collector.
  • Collaborates with the ODC Specialist to implement new processes or initiatives through training and communications to ensure employee engagement and improved customer relationships.
  • Analyzes daily operations across all divisions to identify cultural gaps and assess cultural norms.  Collaborates with division directors and Chief of Staff to implement appropriate changes to operations.
  • Assesses and develops plans to address professional development and training needs, identifies and schedules internal and external resources for training initiatives, and verifies the accomplishment of Continuing Education and required certifications for Tax Office staff.   Oversees initial orientation and training for new hires, including review of policy, procedures, and general office operation.  Facilitates property tax courses as qualified.
  • Oversees the delivery of new and updated policies and procedures to all Tax Office employees and ensures electronic signature and electronic storage of signed documents.
  • Plans, schedules, assesses needs for annual department-wide offsite staff development.
  • Serves as a spokesperson and representative, for the Tax Office to media and external organizations including schools, government groups and the community. Directs the team in developing internal and external communication with media, stakeholders, community, and staff. Coordinates or attends requests for Tax Office support at public events such as senior citizen fairs as well as partner events such as motor vehicle dealer organizations.
  • Provides budget inputs and monitors expenditures.
  • Works closely with the Quality Assurance Director and Chief of Staff to maintain the Continuity of Operations Plan for the Tax Office.
  • Attends weekly leadership and manager meeting, project meetings, and other meetings as scheduled.
  • Performs other related duties as assigned.

Knowledge, Skills, & Abilities:

  • Must possess excellent written and verbal communications skills and be able to speak on behalf of Tarrant County Tax Office during media interviews. 
  • Ability to work independently and collaboratively as part of a team, including effectively directing team members in fast-paced, high-stress environments to ensure accurate and timely communication to Tax Office personnel and the public.
  • Strong organizational and project management skills with the ability to prioritize workload effectively.
  • Proficiency with computers and Microsoft Office 365 (Outlook, Word, Publisher, PowerPoint).
  • Advanced analytical skills, including expert knowledge of social media platforms and their analytics.
  • Proven experience in the relevant position or field.
  • Demonstrated knowledge of management practices, including performance monitoring, training assessment, and budget administration.
  • Proficiency with virtual meeting platforms such as Zoom and Microsoft Teams.
  • Familiarity with survey and assessment tools.
  • Ability to coordinate and facilitate training.
  • Effective interpersonal and oral communication skills.
  • Ability to develop and deliver presentations, special studies, and project reports.
  • Ability to uphold high ethical standards and maintain trust and credibility.
  • Must have a strong understanding of media and web-based development skills.
  • Consistently maintains a professional image.
Qualifications
  • Bachelor’s degree or equivalent in Communications, Business Administration, or related field.
  • Five (5) years of relevant experience required, with a preference for three (3) years of direct senior-level management experience overseeing motor vehicle and property tax transactions.
  • One (1) year project management experience required.
  • Must obtain PCC and CTOP professional designation within five (5) years and course instructor certification through Tax Assessor-Collectors Association when eligible.



Preferred Requirements:

  • Previous Tax Office experience preferred.
  • Experience with SharePoint, Adobe software and web application, graphic design software, basic eLearning applications, and digital marketing/email platforms preferred.
