GENERAL DESCRIPTION:   


Determines initial and ongoing IV-E eligibility and reimbursable used to assist in the federal reimbursement process as allowed by Title IV-E of the Social Security Act.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.


  • Maintains information used by DFS State Financial and Social Services Divisions used to prepare Federal reports for IV-E reimbursement. 
  • Engages in team consultation regarding eligibility determinations and updates to State and Federal laws.
  • Maintains a caseload of approximately 100 cases.
  • Participates in training as needed to keep up to date on current State and Federal IV-E laws.
  • Receives and interprets IV-E documentation from DFS programs to determine related to children in foster care, subsidized guardianship, and subsidized adoption.
  • Interpretation of documentation includes but is not limited to information related to income and parental deprivation, initial and ongoing judicial determinations, and foster care background checks and certification.
  • Prepares for and participates in internal and federal audits to ensure compliance with state and federal requirements, Quality Assurance, and Continuous Quality Improvement.

PREFERENCES: 


Preference may be given to applicants who are detail-oriented, multi-task capable, organized, and able to prioritize; good communicators both orally and in writing; and have customer service experience. Preference may be given to applicants who have experience in accounting, child welfare, case management, and/or auditing. 


KNOWLEDGE: 
 


  • Knowledge of effective interviewing techniques, including attitudes, behaviors, and value judgments, affects worker-client relationships.
  • Knowledge of laws, rules, regulations, policies, procedures, and manuals.
  • Knowledge of community and governmental resources and programs, and how to access them.
  • Knowledge of agency computer systems and their application.
  • Knowledge of general office procedures.
  • Knowledge of state and federal criminal justice processes.
  • Computer literacy and ability to use word processing and table/mathematical software.
  • Knowledge of and ability to communicate and interact with individuals in a culturally appropriate manner.
  • Mathematical knowledge and ability to make basic and/or algebraic calculations with accuracy.
  • Knowledge of and skill in clear, concise, and grammatically correct verbal and written communication.
  • Ability to analyze and apply correct policy and procedure to diverse case and client circumstances to ensure flawless reviews and submissions.


MINIMUM QUALIFICATIONS:


Education:Associate's Degree Experience:0-2 years of progressive work experience (typically in Benefits and Eligibility) OR Education & Experience Substitution:2-4 years of progressive work experience (typically in Benefits and Eligibility) Certificates, Licenses, Registrations:None

  • All positions within the Department of Family Services will require a background information check, including the taking of fingerprints, which will be completed through the Wyoming Department of Criminal Investigation, the Department of Family Services, and the Federal Bureau of Investigation, for every successful applicant.
