OUR MISSION
Our mission is to ensure the physical, operational and financial integrity of the regional flood risk management system, in southeastern Louisiana as a defense against floods and storm surge from hurricanes. We accomplish this mission by working with local, regional, state and federal partners to plan, design, construct, operate and maintain projects that will reduce the probability and risk of flooding for the residents and businesses within our jurisdiction.

OVERVIEW OF THE ROLE
The HVAC Refrigeration Master Mechanic is responsible for providing advanced journeyman level work in multiple trades, including HVAC, plumbing, machinist, and welding.   This includes troubleshooting issues in the maintenance of buildings and all related structures. Responsibilities encompass diagnosing problems, implementing effective solutions, and ensuring that all systems are functioning efficiently. The incumbent must be self-motivated. Tasks may be performed at SLFPA-E facilities and/or within Jefferson, Orleans and St. Bernard Parishes.   Examples of dutiesThree years of experience or training in the installation and/or maintenance of heating, ventilating, or air conditioning systems. Job Duties:
- Performs major and advanced repairs on all types of heating, ventilation, air conditioning (HVAC). 

- Independently diagnoses the HVAC problem, takes the necessary actions to repair, replace or maintain HVAC equipment in OLD facilities which encompasses the Safe House, Administration Building, structures within the warehouse containing HVAC equipment, and components of complex structures containing HVAC equipment. 

Position serves in lead worker capacity when working with contractors or other trades personnel working for the OLD to accomplish inspections, maintenance and repairs to HVAC equipment. 

Performs highly specialized electrical power installations, such as: 

• Electric Motor Controls (EMC Motors) and Variable Frequency Drives (VFDs) for pump and blower speeds

• Pneumatic (i.e., thermostats, flow switches, and pressure switches) • Electrical and electronic controls (i.e. programs for computer systems) 

• Sheet metal (i.e., duct work and plumbing installations relative to each job) 

• Plumbing installations (i.e., drain lines, freon lines, condensate lines, overflow lines, etc.)

- Replaces and modifies existing HVAC and refrigeration equipment of all sizes. 
- Installs new equipment of all sizes. 
- Operates, regulates and adjusts domestic and hot water boilers, circulating pumps, chillers, and refrigeration systems associated with building operation. 
- Regulates flow and starts/stops pumps, chillers, hot water systems, etc., associated with HVAC and refrigeration systems. 
- Conducts air balancing in HVAC distribution systems. 
- Oversee the installation, repair, alteration, maintenance, and control of refrigeration, heating, ventilating and cooling systems. 
- Assigns and inspects the work of journeyman HVAC Mechanics, HVAC Mechanic Assistants and Apprentices.  
- Performs periodic preventative maintenance on equipment to provide required inspection, lubrication and adjustments. Processes include amping motors, adding refrigerant, adjusting controls, changing and cleaning filters, calibrating thermostats and cleaning coils.

Appointment Type: This appointment type can be filled as Probational, Promotional, Lateral Transfer, Detail to Special Duty or Job Appointment.
Career Progression: This position does not participate in a Career Progression Group. 
Compensation: The salary offered will be determined based on qualifications and experience.

NOTE: The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) is an emergency-oriented agency.  Part of the SLFPA-E's mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard and the east-bank of Orleans from tidal surge, wind-driven water and river flooding. In emergencies during Mississippi River flooding and Hurricane/Tropical storm events, the incumbent will be on call and must report for duty if so required, remain on duty in such situations until released from duty by the Appointing authority.
