SummaryThe City of Norfolk's Department of Utilities is currently seeking a Management Analyst II within our Management Services Division. The Management Analyst II will serve as the department’s liaison with the Human Resources Department and coordinate and assist in administration of departmental programs in the areas of recruitment, employment, employee relations, compensation and disability management. Examples of dutiesEssential functions include but are not limited to:- Assists with departmental recruitment efforts by preparing advertisements for open positions, participating in the interview process, and processing new employees.
- Coordinates employee selection process, by developing interview questions, by conducting training as necessary for members of interview panels and by conducting reference checks.
- Confers with Director, division heads, administrative personnel and employees related to recruitment and selection to assist with the development of a departmental recruitment strategy.
- Prepares employment offer letters and processes employment documents.
- Assists in administration of the disability management policy and coordination of the departmental disability management program.
- Provides benefit information to employees and coordinates open enrollment.
- Gathers, analyzes and interprets salary data, and prepares preliminary reports for review.
- Analyzes departmental HR issues like turnover and makes appropriate recommendation.
- Coordinates the processing of personnel performance reports and corrective actions.
- Interprets personnel policies and procedures, and provides technical assistance and advice to departmental supervisors, representatives, and employees on a variety of personnel management matters.
- Performs other duties by meeting with division leaders to discuss organizational strategies.
- Assists with coordinating the department’s performance management system in accordance with City policy.
- Manages the processing of all personnel action forms.
- Assists as with coordinating new hire onboarding and employee security matters as an IT liaison.
Three years experience in data analysis or related field, or an equivalent combination of education and experience. Supplemental informationValid Driver’s License.
Work Hours: Monday through Friday: 8:30 a.m. - 5:00 p.m.
Work Location: 500 E. Main St. 7th Floor
This position is designated as an Essential position which means you may be required to work extended, rotating, after hours, nights and/or weekends in response to emergencies and severe weather.
