This Financial Analyst position will perform qualification and loan application procedures required for the School Bond Qualification and Loan Program. Review and verify debt service schedules, student enrollment counts, construction costs and other operational reports and records to determine adherence to program rules and statutes. Review and evaluate loan applications, system financial data and program procedures for accuracy and effectiveness. Prepare and maintain work documents, participant correspondence and policies and procedures. Assist with School Bond Loan Fund and School Loan Revolving Fund activities. Assist the Accounting Services Division and the Office of the Auditor General with month-end accounting and year-end closing activities. Support the Department of Treasury's overall goals, strategic planning, Continuous Improvement and Employee Engagement activities. Perform other assignments as needed for the Bureau of State and Authority Finance.

Qualifying years of experience are counted post–bachelor’s degree. Candidates will be reviewed to determine the appropriate level for placement. The final salary will be based on the selected candidate’s education and experience.

The bonus will be paid out as $1,250 gross pay adjustment on the employee's first pay warrant and the remaining $1,250 will be paid upon completion of one year (2,080 hours) of satisfactory service. If the employee leaves within one year of the appointment, they will be required to pay back the entire bonus.

Financial Analyst 10
One year of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst 9.
Financial Analyst P11
Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst 10. Supplemental information

Signing Bonus. New State of Michigan employees, new to the Financial Analyst classification will receive a one-time signing bonus of $2,500.
The bonus will be paid out as $1,250 gross pay adjustment on the employee's first pay warrant and the remaining $1,250 will be paid upon completion of one year (2,080 hours) of satisfactory service. If the employee leaves within one year of the appointment, they will be required to pay back the entire bonus. Current or previous career employees are ineligible.
Official Transcripts. For our purposes, "official college transcripts" must contain the applicant's name, college/university name and address, the degree conferred, and date granted, coursework completed (especially if no degree granted), the Registrar's signature and/or seal, and MUST be recognized by the Council on Higher Education Accreditation (CHEA). A scanned or electronic copy is acceptable, as long as it contains the elements listed above. Failure to provide this evaluation at the time of application may result in you being screened out of the process. This documentation is REQUIRED; you can't be qualified for this position without it.
Foreign Transcripts: Applicants who possess a degree from a foreign college or university MUST have their academic credentials evaluated or converted into U.S. educational equivalents unless the degree has been recognized by the Council on Higher Education Accreditation (CHEA). Civil Service accepts evaluations of foreign credentials from National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE). Failure to provide this evaluation at the time of application may result in you being screened out of the process.
All work must be performed in the state of Michigan. To perform the duties and responsibilities of this position, all work must be performed in Michigan. If you currently reside outside of Michigan, you must commute to Michigan to perform the responsibilities and duties of this position at your assigned official work location.
Remote Work. To perform the duties and responsibilities of this position, all work must be performed in Michigan. If you are a State of Michigan resident, this position is eligible to work remotely three days per week (Monday, Thursday, and Friday) and is required to work on-site at the assigned official workstation two days per week (Tuesday and Wednesday). Additionally, the selected candidate must have a secure, safe and appropriate designated workspace that allows privacy and prevents distractions while performing the duties of this position, as well as secure and sufficient internet access of commercial cable or wireless broadband with minimum speeds of 25 Mbps download and 5 Mbps upload. Additional onsite work may be required. Remote work arrangements are subject to management approval and may be adjusted or discontinued at any time. Please note that remote work is not available if you reside outside of the State of Michigan.
