SummaryDEFINITION
Under the general supervision of the Assistant Commissioner and/or Deputy Commissioner of Procurement, an employee in this position performs highly professional work that involves the evaluation of bids and proposals, thereby developing specifications for evaluations.
The Evaluation Supervisor is primarily responsible for planning, organizing, directing, and supervising the management of bids/proposals and evaluations and must be familiar with Virgin Islands Rules and Regulations affecting the procurement process. This position requires a confidential relationship to a policymaker.
Examples of dutiesDUTIES (NOT ALL INCLUSIVE)
Conducts and directs meetings involving the evaluation of invitation for bids and requests for proposals, etc. to make sure that bids and proposals are in accordance with established standards.
Plans, prepares, and makes recommendations on policies, standard procedures, etc., for use in governing the bids and evaluation process.
Communicates to evaluation committee the rules and regulations governing the process and must ensure that bid participants are in compliance with standards defining the evaluation process.
Enforces the rules and regulations of the Government’s bidding process to safeguard the integrity of the process.
Monitors all phases of activities to ensure compliance with federal and local laws.
Plans, prepares, and make recommendation on policies, standard procedures, federal requirements, and requests of the government’s procurements.
Communicates on behalf of divisions/programs with relevant stakeholders.
Provides informal and formal training related to procurement processes and procedures.
Examines and verifies correctness of or establishes authenticity of records.
Reviews, and process requisitions in the government’s systems of records, to include departmental obligations of funding set asides for the bidding process.
Serves as a rating member on the government’s evaluation committee when appointed by the Commissioner for bid selections, contract awards, and all related functions.
Reviews justification letters, vendor supporting and confidential/proprietary/patented documents, vendor quotes, and justification for payment to vendors.
Collects vendor documents, and all other pertinent documents to support contract awards.
Safeguards vendor bids/proposals and all proprietary/patented/confidential documents.
Writes reports detailing daily, weekly and monthly activities; and keeps immediate supervisor informed on work activities.
Performs other related duties as required.
QualificationsMINIMUM QUALIFICATIONS
Bachelor’s degree in Business Administration, Public Administration, Criminal Justice, or a related field with major coursework in purchasing and four (4) years of progressive work experience in contract management, evaluations, or procurement.

Knowledge of department policies, procedures, rules, and regulations governing the operation of the Evaluation procedures and processes.
Skill in communicating clearly and effectively in English, including writing clear and concise documents.
Skill in organization, time management, reasoning, and critical thinking.
Skill in computer operation and its software and application such as Microsoft suit, access and excel programs.
Ability to develop, update and/or edit policy and procedures.
Ability to interpret and explain policies and procedures relating to purchasing from the Government central stores and mail/ courier services.
Ability to make independent decisions based on knowledge of policy and facts.
Ability to make oral public presentations and facilitate meetings.
Ability to comprehend, analyze, and research problems of a complex nature and make recommendations.

FACTOR 2- SUPERVISORY CONTROLS
Supervision is received directly by the Deputy Commissioner of Procurement who periodically reviews work in- progress and upon completion provides technical assistance on complex contracting documents. The incumbent works independently with little or no supervision.
FACTOR 3- GUIDELINES
Guidelines include departmental guidelines and procedures. The incumbent is expected to use knowledge acquired through training and experience in making independent decisions.
FACTOR 4- COMPLEXITY
Work includes exercising independent judgment in the handling of complete procurement transactions and interrelationships between user agencies, approving agencies and vendors. While maintaining and analyzing bid packages, and more applicable to the department's daily operations.
FACTOR 5- SCOPE AND EFFECT
The purpose of work is to analyze requisitions and all supporting documents for purchases, recommending bid packages, enforcing competitive procedures in accordance with established legal and procedural requirements, and communicating with vendors.?

Personal contacts are vendors, co-workers, supervisors, heads of agencies and boards, employees of government and other administrative officials within and outside of the organization.
