POSITION DESCRIPTION:
Serves as the principal assistant to the Director, All Hazard Reimbursement, in directing and managing the Louisiana Military Department (LMD) All Hazard Reimbursement Program. Assists the Director in the management of the All Hazard Reimbursement Section. Provides day-to-day operational oversight of reimbursement specialists and technicians. Assign workloads. Reviews completed work. Provides technical guidance. Ensures compliance with federal and state regulations. Assists with employee evaluations. Provides employee coaching and mentoring. Assigns and Monitors employee ongoing training related to Reimbursement. Coordinates office priorities during disaster operations. Acts as Director during absences. Coordinates Federal Emergency Management Agency (FEMA) reimbursement activities for LMD and The Governor's Office of Homeland Security and Emergency Preparedness (GOHSEP). Reviews Project Worksheets for completeness and eligibility. Assists with development of: Initial PW submissions, Improved projects, Alternate projects, Hazard mitigation proposals, Consolidated projects, Reviews reimbursement requests before Director approval; signs in Director’s absence, Works with GOHSEP Recovery, Coordinates Requests for Information (RFIs), Tracks project status through closeout and Supports FEMA site inspections. Assists with reimbursement appeals and audits. Coordinates incoming and outgoing EMAC reimbursement activities. Coordinates with requesting and assisting states. Reviews and tracks Resource Support Agreements (RSAs). Works with GOHSEP EMAC Coordinator. Tracks submission reviews to ensure compliance with deadlines. Reviews EMAC reimbursement requests before Director approval. Signs R1s, Director’s Letters and payment vouchers in Director’s absence. Tracks reimbursement status. Coordinates Requests for Information (RFIs). Reviews the following procurement files for FEMA compliance: Purchase Orders, Contracts, Request for materials, services and/or contracts (101s), Invoices, Quotes, and Procurement documentation. Ensures compliance with: 2 CFR 200, 44 CFR, Louisiana Procurement Code, Performs cost analysis. Identify documentation deficiencies. Coordinates corrections with Fiscal, Purchasing and Budget. Develops and presents reimbursement training. Conducts DRU training. Supports annual Disaster Response Exercises. Develop Standard Operating Producers (SOPs). Improve reimbursement processes. Maintains technical reference materials. Supports knowledge management initiatives. Prepare executive reports. Assist the Director with: FEMA meetings, GOHSEP coordination, Legislative requests, Audit responses, Executive briefings. Represents the Director during meetings as delegated. Performs other duties as assigned.
POSITION QUALIFICATIONS:
Minimum Qualifications: Minimum of five or more years of progressively responsible experience in FEMA Public Assistance, Federal Grants Management, EMAC, Disaster Recovery, Government Accounting, Procurement, or Emergency Management.
Knowledge and Skills: Demonstrate functional knowledge working with 44 CFR (Emergency Management and Assistance), FEMA Public Assistance Program, Louisiana Public Assistance (PA) Grant Program, FEMA Grants Portal, GOHSEP Grants. Joint Logistics Support System (JLSS), La Gov, IntelliGrants (IGX) Grants Management System and Data Warehouse reports. Understanding of the Louisiana Procurement Code, and 2 CFR 200 (Uniform Administrative Requirements). Excellent verbal and written communication skills. Ability to supervise professional staff.
Preferred Qualifications: Bachelor’s degree in Emergency Management, Public Administration, Finance, Business Administration, or a closely related field.
- Must have a valid Driver's License, Social Security Card and Birth Certificate.
- Must be available to report to duty during emergency or disaster situations for extended hours over an extended period of time. Other periodic travel may be required.
- Must meet physical requirements to perform functions of the position.
- Must attend/complete all Louisiana Military Department (LMD) annual training and other training required for the position.

- All LMD positions require in-office attendance. This is not a remote position.
- Salary is paid by Electronic Funds Transfer (EFT) / Direct Deposit Only. A checking or savings account is required for employment.
- For positions requiring computer/email access selected applicant must qualify to obtain a Department of Defense Common Access Card (CAC) Card and maintain eligibility.
- LMD is a substance abuse and drug free workplace. The selected applicant must pass a pre-employment background investigation and pre-employment drug test. Thereafter, all employees are subject to random drug testing.
- To become an employee of the LMD you must be a current member of the Louisiana National Guard or eligible for membership in the Louisiana State Guard.
- The selected applicant must pass a pre-employment criminal background investigation prior to employment.
