DOTD Deputy Chief Engineer (Planning and Traffic)

The Louisiana Department of Transportation and Development (DOTD) is seeking an experienced engineering executive to serve as DOTD Deputy Chief Engineer for Planning and Traffic.

This position provides statewide leadership and strategic direction for Traffic and Safety, Planning and Programming, Local Public Agencies, and performance-based Asset Management. The role supports DOTD’s project delivery goals by aligning technical standards, planning decisions, program priorities, performance measures, and investment strategies across headquarters, districts, and external partners.

This position is ideal for a licensed professional engineer with experience leading complex transportation programs, advising executive leadership, and using data, policy, and performance measures to support safe, reliable, and efficient transportation outcomes.

Examples of duties

Possession of a current Louisiana license to practice professional Civil engineering plus one of the following, which must include two years of experience at the supervisory level or above:

1. Four years of licensed engineering experience or eight years of professional engineering experience; OR

2. A master’s degree in engineering plus three years of licensed engineering experience or seven years of professional engineering experience: OR

3. A Ph.D. in engineering plus two years of licensed engineering experience or six years of professional engineering experience.

NOTE: Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional-level engineering experience.

NOTE: Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

As DOTD Deputy Chief Engineer for Planning and Traffic, duties may include:

  • Provides executive leadership for DOTD’s Traffic and Safety, Planning and Programming, Local Public Agencies, and Asset Management functions.
  • Establishes strategic direction, priorities, governance standards, and performance expectations to support statewide transportation goals.
  • Oversees traffic operations, safety programs, traffic control device policy, Transportation Systems Management and Operations, Intelligent Transportation Systems, work zone traffic management, and highway safety planning.
  • Directs statewide planning and programming activities, including long-range planning, Statewide Transportation Improvement Program support, performance-based prioritization, and coordination with MPOs, RTPOs, districts, and local partners.
  • Provides oversight for asset management policies, practices, performance measures, reporting systems, and investment strategies.
  • Advises executive leadership on performance risks, program priorities, funding strategies, regulatory commitments, and project delivery impacts.
  • Establishes and monitors key performance indicators, executive dashboards, quality assurance expectations, and decision-support methods.
  • Provides leadership, direction, and performance oversight for assigned managers and staff to ensure technical consistency, accountability, policy compliance, and program outcomes.
  • Represents DOTD in meetings and coordination efforts with federal, state, regional, local, consultant, contractor, and elected or appointed stakeholders.
  • Performs other duties as assigned to support Department-wide performance, strategic priorities, and executive-directed initiatives.


Position-Specific Details:

Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Compensation: Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy. Any such consideration is subject to approval and applicable pay limitations.
